The “net” contents of the anschnigt is in the area of the “green box”. You have not said what version of InDesign you’re using or what OS but I don’t see this as normal behavior in any version.
In my German inDesign that is “Anschnitt”. Please enter a title.

Starting from a clean version of the program might eliminate indesigh lot of guesswork. From my German InDesign a facing pages spread and my document setup where bleed is defined with all sides:. I’m talking about the white with split of gray background.
Same thing happens with custom background already made in Photoshop or just one big picture imported into InDesign, that takes up both pages. The middle part just doubles somehow, ruining the whole design in PDF preview.
